Experts say it risks slowing the economy."},"content":{"rendered":"<div data-testid=\"prism-article-body\">\n<p class=\"EkqkG IGXmU nlgHS yuUao MvWXB TjIXL aGjvy ebVHC \">The Trump administration\u2019s plan to begin <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/abcnews.go.com\/Politics\/5-million-student-loan-borrowers-face-mandatory-collections\/story?id=121031631\" target=\"_blank\">collecting<\/a> defaulted college loan payments from millions of borrowers risks contributing to an economic slowdown at a time when the U.S. faces an elevated risk of a <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/abcnews.go.com\/Business\/recession-risks-rising-economists\/story?id=119626246\" target=\"_blank\">recession,<\/a> some experts told ABC News.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Roughly 5 million borrowers will have their loans sent for collections beginning on May 5, the U.S. Department of Education, or DOE, <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/www.ed.gov\/about\/news\/press-release\/us-department-of-education-begin-federal-student-loan-collections-other-actions-help-borrowers-get-back-repayment\" target=\"_blank\">said<\/a> this week. Another 4 million people are in late-stage delinquency, meaning they could face collections within a matter of months.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Under the plan, the federal government will garnish wages from some of those borrowers, pulling money out of their pockets that may otherwise be spent and in turn drying up some economic activity, the experts said.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">If the economy spirals into a downturn, they added, that lost spending would likely have been a smaller factor than other issues like tariffs and investor jitters, but the student-loan collections could compound the damage.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cThe bottom line is: it\u2019s not going to be good for the economy, given the current economic situation that\u2019s already precarious,\u201d said Scott Imberman, a professor of education policy at Michigan State University. \u201cIt\u2019s an additional weight that you\u2019re putting on until we tip into a potential recession.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">In all, some 42 million borrowers owe more than $1.6 trillion in student debt, according to the DOE.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">If the borrowers currently in late-stage delinquency were to default on their own loans, it would bring the share of borrowers in default to nearly 25%.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">The resumption of collections on defaulted student loans lifts a pause initiated in 2020 at the onset of the COVID-19 pandemic. Within weeks, millions of borrowers will need to begin repayment.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cThe scale is quite large,\u201d Michael Jones, an economist at the University of Cincinnati, told ABC News. \u201cEvery dollar that goes to pay the loans is a dollar that won\u2019t be circulated into the economy.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Consumer spending accounts for roughly 70% of U.S. economic activity. Potential downward pressure from student loan repayments comes as surveys <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/abcnews.go.com\/Business\/consumer-attitudes-worsen-expected-amid-trumps-tariff-escalation\/story?id=120710655\" target=\"_blank\">show<\/a> sour consumer sentiment in the face of potentially rising inflation and slowing growth.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">The debt collections could also damage the credit score of many borrowers, since scoring systems are typically alerted when collections ensue, experts said. In such cases, they added, borrowers will face greater difficulty making big-ticket purchases like homes and cars for which they will need to take out a loan.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cThose individuals will not qualify for the auto loan they otherwise would\u2019ve been able to purchase,\u201d Jones said. \u201cThat can cause a drop in vehicles being sold.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Brent Evans, professor of public policy and higher education at Vanderbilt University, acknowledged a heightened level of economic uncertainty but cautioned against alarm over the added risk posed by the student loan collections.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cThe uncertainty in the economy is near an all-time high,\u201d Evans said. \u201cThat\u2019s a broad concern and therefore it\u2019s very difficult to predict the impact of any one of these levers.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Since the federal government will only claw back defaulted debt from wages or programs such as Social Security, the policy will not impact all defaulted borrowers, Evans noted.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cIt\u2019s clear that it means less money in people\u2019s pockets, but it might not be that much money for these borrowers,\u201d Evans said.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Student-loan collection will be paid to the U.S. Treasury, adding to government revenue and potentially easing a fraction of the nation\u2019s $36 trillion <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/abcnews.go.com\/Politics\/us-holds-31-trillion-debt-shrink\/story?id=97251512\" target=\"_blank\">debt<\/a>.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cAmerican taxpayers will no longer be forced to serve as collateral for irresponsible student loan policies,\u201d U.S. Secretary of Education Linda McMahon said in a statement on Monday. \u201cThe Biden Administration misled borrowers: the executive branch does not have the constitutional authority to wipe debt away, nor do the loan balances simply disappear.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">While the policy may reduce income for some borrowers, it clarifies the path forward for loan payments after years of uncertainty surrounding the Biden administration\u2019s efforts to forgive loans, Jones said.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cIt is short-term pain but it actually brings certainty,\u201d Jones added. \u201cIt gives clarity for decisions these borrowers need to make about their future.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC eTIW sUzSN \">\u201cWhen the economy was booming a few years ago, these payments could\u2019ve been reintroduced then,\u201d Jones said. \u201cIt\u2019s unfortunate timing now when the economy is looking at a potential recession.
