She also barred the Election Assistance Commission from withholding federal funding from states that did not comply with the order.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cOur Constitution entrusts Congress and the States\u2014not the President\u2014with the authority to regulate federal elections,\u201d she wrote. \u201cNo statutory delegation of authority to the Executive Branch permits the President to short-circuit Congress\u2019s deliberative process by executive order.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">After Trump issued an executive order last month \u201cpreserving and protecting the integrity of American elections,\u201d three separate lawsuits were filed in the D.C. federal court to challenge the policy, including lawsuits filed by the Democratic National Committee (with New York Sen. Charles Schumer and Rep.
